Elizabeth Stair is a Chartered Valuation Surveyor and Attorney-at-Law on the Island of Jamaica. For nearly 20 years, she served as the Chief Executive Officer for the National Land Agency (NLA) in Jamaica. She was named Commissioner of Lands in 2001, responsible for surveys and mapping, land titles, valuations and the management of Crown Lands. Prior to her appointment, she held two posts concurrently as the Commissioner of Land Valuations (1986-2000) and the acting Commissioner of Lands (1995-2000).

Ms. Stair studied at the Polytechnic of the South Bank, U.K., where she was awarded a BSc in Estate Management; the University of London (External System) with a Bachelor of Laws (LLB); the Norman Manley School of Law in Jamaica, where she received the Certificate of Legal Education and was called to the Jamaican Bar in 2014.

Currently, Ms. Stair is a Fellow of the Royal Institution of Chartered Surveyors (F.R.I.C.S.) and an Assessor for the Royal Institution of Chartered Surveyors. She is also a Part-Time Lecturer in Land Law at the Real Estate Training Institute in Kingston, Jamaica.
